It is not necessary to read the entire document to get a feel for it. Each of the first six chapters contains an executive summary that describes the growth related issues and challenges that local citizens and service providers currently face. Each of the first six chapters also contains goals and objectives, which describe a community vision and steps that have been identified to achieve that vision. As you read the document, please pay particular attention to chapter seven, which describes how and when the goals and objectives are proposed to be achieved.
